Any character can be cosplayed by any body type. That said, some character designs naturally suit a full bust more than others — characters with generous necklines, fitted bodices, structured armour, or full-figured canonical designs work with the body rather than requiring significant creative reinterpretation.

Costume Fitting

The fundamental technique is the Full Bust Adjustment (FBA) — adding width at the bust apex of a pattern without changing the shoulders, neckline, or waist.
